Subtitle Edit 3.4 + Portable is a free (open source) editor for video subtitles - a subtitle editor :)

With SE you can easily adjust a subtitle if it is out of sync with the video in several different ways.
You can also use SE for making new subtitles from scratch (do use the time-line/waveform/spectrogram) or translating subtitles.

Install TuneUpUtilities2014_en-US.exe.
After installation make sure Tuneup Utilities 2014 isn't running,
close down the front end if it auto launched after setup. 
Next copy over the precracked dll from the Crack folder,
to the installed folder of TuneUp Utilities 2014,
making sure to overwrite the existing file.
